Description DEFINITION: The Public Safety Dispatch Supervisor is a civilian leadership role responsible for the supervision and daily operations of the Communications Division. This "working supervisor" oversees nine (9) TCOLE-licensed Telecommunicators responsible for dispatching Police, Fire, and EMS services for the City of Marshall (population approx. 25,000). The supervisor ensures compliance with all local, state, and federal standards while maintaining readiness to serve in an operational dispatch role when needed.
Examples of Duties ESSENTIAL AND RELATED FUNCTION STATEMENTS: Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Provide daily supervision, coaching, and leadership to a team of public safety telecommunicators.
- Oversee scheduling, shift coverage, and time-off approvals; fill in as an active dispatcher as necessary to ensure continuous operations.
- Conduct performance evaluations, address personnel matters, and foster a culture of professionalism, teamwork, and accountability.
- Monitor call-taking, dispatch operations, and radio traffic to ensure quality, accuracy, and adherence to department protocols.
- Serve as the CJIS Site Coordinator for the Communications Division, ensuring strict compliance with all Criminal Justice Information Services (CJIS) Security Policy standards, including personnel training, access control, and data protection.
- Maintain awareness of and enforce standards required for TPCA Accreditation, ensuring Communications-related directives, logs, and procedures remain in compliance.
- Conduct regular audits of TCIC/NCIC entries, validations, and removals to maintain compliance with DPS and FBI requirements.
- Coordinate with the department's TCOLE training coordinator to ensure all telecommunicators maintain current licensing and mandated training.
- Provide and document ongoing in-service training to all staff, maintaining records consistent with TPCA and TCOLE auditing requirements.
- Assist with the selection, hiring, and onboarding of new telecommunicators; ensure probationary evaluations are completed timely.
- Serve as the Communications Division liaison for equipment troubleshooting and software/hardware upgrades.
- Other duties as assigned.
- Develop and update policies, SOPs, and shift guidelines to reflect changes in law, best practices, and accreditation standards.
Typical Qualifications MINIMUM QUALIFICATIONS: Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:
- High school diploma or equivalent (required); Associate's or Bachelor's degree (preferred).
- TCOLE Telecommunicator License (required).
- Five (5) years of experience in public safety communications (police/fire/EMS).
- TCOLE Master Telecommunicator Certification (preferred).
- Two (2) years of supervisory or lead dispatcher experience (preferred).
- Strong working knowledge of CJIS Security Policy, TPCA Accreditation standards, and TCIC/NCIC systems and audit procedures.
- Valid Texas driver's license.
Supplemental Information WORKING CONDITIONS AND SCHEDULE:
Standard schedule: Monday through Friday, day shift (subject to adjustment for operational needs).
Must be available to provide shift coverage during staffing shortages, emergencies, or special events.
On-call availability may be required.
Work is performed in a secure communications center environment, involving routine use of CAD, multi-line phone systems, and public safety radio equipment.
