Position Description The Harris County Tax Assessor-Collector’s Office is seeking a dynamic and results-oriented Chief People Officer (CPO) to lead the Talent Division and drive the office's people strategy. The CPO will be responsible for identifying, recruiting, onboarding, training, and retaining top talent to support the Tax Assessor-Collector's mission. The CPO reports to the Chief of Staff and serves as a key member of the senior leadership team, working closely with leadership to attract, develop, and retain a diverse and highly motivated workforce. The CPO will lead the Human Resources Division’s efforts to foster a committed and service-oriented team, supporting the office’s mission and ensuring that employees are developed, engaged, and retained. The CPO will be responsible for nurturing a positive organizational culture that empowers employees at every level to contribute meaningfully to the success of the office. About The Tax Assessor-Collector The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office handles various financial and administrative tasks, including: Assessing and collecting property taxes for eligible property owners and entities. Managing vehicle registration, issuing license plates, and handling title transfers. Overseeing voter registration and maintaining records. Collecting related fees, fines, and revenues. Duties & Responsibilities Develop and execute human resource strategies supporting the office’s operations and strategic goals. Spearhead employee culture initiatives and foster a positive work environment. Develop talent management, training, performance management, and succession planning strategies. Collaborate with senior leadership to align HR strategies with organizational goals. Advise leadership on organizational development, change management, and talent issues. Partner with Harris County’s HR Department to ensure compliance and best practices. Lead recruitment, onboarding, and retention efforts for top talent. Establish succession plans and talent pipelines. Enhance employee engagement, satisfaction, and retention initiatives. Foster a culture aligned with the office’s mission and values. Implement performance management systems and employee development programs. Create internship programs and build partnerships with educational institutions. Use data analytics to inform HR decisions and improve workforce metrics. Requirements Supporting Documents: Cover Letter, Updated Resume Education and Experience: Bachelor’s degree in Human Resources, Business Administration, or related field. 5-7 years of progressive HR experience, including 3+ years in a senior leadership role. Knowledge, Skills, and Abilities: Knowledge of HR laws, regulations, and best practices. Proven leadership and team management skills. Experience in talent acquisition and organizational culture development. Strong communication and strategic planning skills. Ability to analyze HR metrics and implement improvements. Additional Information Experience in the public sector is preferred but not required. Location: 1001 Preston St., Houston, TX 77002 Hours: Mon-Fri 7:45 am - 4:45 pm; some overtime required.
