Airport Manager

Salary: $15 Per Hour
Reports To: County Manager

POSITION SUMMARY:
To plan, direct, and coordinate the operations, construction, and maintenance of airport facilities in accordance with government and Morgan County Commission laws, rules, regulations, and policies. Reports directly to the Morgan County Administrative Manager. This is a paid part time non-benefit position.
ESSENTIAL FUNCTIONS:
1. Directs the day-to-day operations of the airport, including ability to answer phone calls at all hours including nights, weekends, and holidays as well as internal mail
2. Maintains the grounds to include snow removal and landscaping, windsocks, paint markings, signage, fencing, and gates.
3. Manages leases of all airport property including billing and receipting of leases, tie downs, and overnight fees.
4. Recommends, develops, and implements airport policies and procedures.
5. Consults with commission members and government officials concerning such matters as development of land and facilities as well as operating rules and procedures for all types of aircraft.
6. Ensures that operating rules maximize safety considerations, and that proper and adequate emergency procedures are provided to carry out emergency procedures.
7. Supervises, through subordinates, the maintenance, technical, and professional staff in carrying out their prescribed functions.
8. Directs accounting staff in preparation of budget, monitors expenditure to ensure proper and efficient management of funds, seeks and applies for grants as well as campaigns for State funding.
9. Inspects and reviews inspection reports of airport facilities to determine long-term development needs to meet projected increases in traffic volume with improved efficiency and protects and maintains grant assurances.
10. Represents the airport before civic and community groups as well as government agencies.
11. Receives and document complaints.
12. Educates the public on operations.
13. Coordinates lease transfers and maintains all lease agreements.
14. Manages the lease and maintenance of the County "Forestry Service" building and tenant requests for improvements.
15. Attends all Airport Advisory Board meetings as scheduled.
QUALIFICATIONS:
1. Associate's degree in business, public administration, or closely related field; and/or at least five years of experience in airport administration in positions which show increasing degrees of responsibility.
Experience should include at least three of the following areas:
- Budget preparation and long range planning
- Operations' supervision and administration
- Airport maintenance and property management
- Public relations
- Capital project administration.
2. An FAA rating is mandatory.
3. Have a vested interest in the Morgan County Airport. [Defined as having a hangar or an aircraft located on site.]
